PROJECTED POINTS BY INDWF	RESULT

1. The JCM Points regarding grant of CSD Canteen facilities to the retired civilian employees of MOD initially raised in the Army Hqrs JCM Council by INDWF.	Necessary orders has been passed by MOD to issue canteen card to retired defence civilian employees – Point achieved
2. The JCM Point regarding grant of CSD Canteen facilities to the NOK’s of deceased Civilians of MOD subsequently raised.	Necessary order is passed by MOD – Point achieved
3. The JCM Points regarding grant of proper Training to the Civilian employees particularly Technician by getting Training grant from Govt. at par with OFB – was raised by JCM members of INDWF.	Four Training program for Officers of Army Dtes already been conducted by AG’s Branch. Now Training programs going to be conducted for civilian employees of Army under Command level – Point achieved.
4. In MES & AOC, MCM category was Centralized at Command Hqrs and AOC (R) respectively JCM point raised for de – centralization.	Now the same was Decentralized at CWE level & Depot level respectively. Point achieved
5. Point was raised to conduct JCM meetings in Command levels in MES apart from JCM III level & JCM IV level.	JCM meetings are directed to conduct in all Command Hqrs twice in a year with reps of local Unions & Federations to clear all pending issues – Point achieved.
6. Point raised to consult the Reps of Federations before finalizing RR’s of civilian categories of all line Dtes of Army.	First time in the History of Army Dtes orders have been issued to consult Federations before finalizing RR’s of Civilian category–Point achieved.
7. A point was raised by reps of INDWF regarding increasing the percentage of post of JE’s through “LDCE” in MES.	First time in the history, 20% of post of “JE” category was earmarked for Highly Skilled Tradesman through ‘LDCE’ against the earlier authorization of 2% in direct recruitment quota. Through this arrangement near about 650 Highly Skilled Tradesmen’s of MES (Diploma Holders) promoted to the post of ‘JE’s in the past three years. – This is a milestone achievement.
8. A request was placed before the Chairman of Army Hqrs JCM Council to monitor conducting of JCM IV level meetings, Trade Test & DPC and Boards of ACPS and MACPS for locally controlled staff, at all CWEs of MES.	In MES first time in the history a monitoring arrangement was made in the E-IN–C’s Branch for regular conduct of JCM IV level meetings, Trade test & DPC and ACPS &MACPS for locally controlled staff, by all CWE’s.- Point achieved.
9. Board for granting of Compassionate ground Appointment under 5% quota earlier conducted by ‘CE’ – Zone. Point raised to conduct at CE – Command Hqrs level for free fair selection.	Based on our request now the same is conducted by CE–Command Hqrs. The select list of candidates. now placed in MES web site also- Point achieved.
10. Point raised to grand of Grade Pay of Rs. 2800/- as IIIrd MACPS financial benefits to the erstwhile Mazdoors/Tradesman Mates of MES and AOC based on the VIth CPC recommendations.( due to Up- gradation & Re- designation of post of Mazdoors/Tradesman Mates.)	Govt orders regarding grant of Grade pay of Rs.2800/- as IIIrd MACPS financial benefits to the Tradesman Mates of MES & AOC have been issued and 25% of the units/ establishments were already implemented the same – Point achieved.
11. A long pending point of granting of bunching increment to the MCM’s of MES, AOC and EME who have got MCM promotion w.e.f 01.01.2016 due to restructuring of artisan cadre was pressed by INDWF members in the Army HQ council.	The MOD, AG’s Branch, E–IN–C’s Branch, DGOS and DGEME issued orders regarding grant of Bunching Increments to the Artisan employees who availed MCM promotion w.e.f 01.01.2016. – Point achieved.
12. Point regarding granting of Skilled Grade & Pay and Four grade structure promotion to the 19 “Semiskilled” Tradesman of AOC which is kept as “Dead End” & “Left Out” category by “Expert Classification Committee” (ECC) – since 1983 was raised by INDWF. The same was not been settled by MOD for the past 32 years.	The 19 Left Out Tradesmen categories of AOC have been placed as feeder category for all Skilled grades to avail Skilled, Highly Skilled-I&II and Master Crafts man promotion at par with other Tradesman categories after lapse of 33 years.– Point achieved. The above credit goes to Our Federation only.
13. The Point regarding grant of Rs. 10,000/- as Ex-gratia (Immediate Relief as One Time Free Grant) to the NOK’s of deceased Army civilians at par with Combatants was raised with the Adjutant General by INDWF.	Adjutant General issued order for grant of Rs. 10,000/- as Ex-gratia (Immediate Relief as One Time Free Grant) to the NOK’s of deceased Army Civilians at par with Combatants w.e.f 02-02-2012 – Point achieved.
14. The Point regarding regularization of casual Labourers & Centralisation of all Industrial employees of ASC by ASC-Records at par with Non-Industrial employees for the purpose of dovetailed seniority & promotion was raised by the INDWF Members in the Army Hqrs Council.	Now all the Casual Labourers of ASC have been regularized and all the Civilian employees both Industrial & Non-Industrial Employees were brought Centralised system under ASC-Records. – Point achieved.
